Pay Rate: $4,160 Monthly
Develops implements and delivers training and development programs for the Agency that are timely and address organizational and professional development needs. Creates a learning environment that fosters professional growth and development of employees, advances a diverse, inclusive, and equitable culture for all employees; contributes to leadership development; and supports long-term, strategic goals and objectives. Evaluates and champions the most effective and cost-efficient delivery methods. Develops curriculum and learning formats to achieve business results. Measures effectiveness of training and evaluates whether learning retention and learning transfer has occurred. Serves as the lead training facilitator and works with other Agency subject-matter experts to develop and present specialized curriculums.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Provides coordination of training and development functions and activities in support of the Agency’s commitment to diversity and inclusion, professional development, succession planning and to comply with applicable regulations and federal and state laws.
Promotes and provides appropriate levels of training to employees throughout the Agency to build the
strength of talent to ensure the Agency continues to meet the needs of the community and that it has a continuous supply of talented individuals.
Collaborates with program and department leaders to gain an understanding of each area’s specific needs to create content-appropriate training curriculum. Develops program-specific training plans and delivery strategies to meet unique skills and competency needs.
Works with programs to identify and discuss the developmental needs of high potential employees. Assists in the creation and implementation of individual development plans for staff.
Develops customized curriculum and/or seeks external resources for those training needs that are not within the scope of internal resources. Coordinates with external vendors and/or actively researches appropriate training resources as needed. Evaluates and promotes the most effective and cost-efficient delivery methods.
Engages employees in active learning experiences by facilitating content that appeals to a variety of learning styles and provides value to the learner. Focuses learning experiences on dialogue, interaction, practice and feedback. Adheres to learner-centered and performance-based approaches.
Develops and organizes training materials, multimedia visual aids, and other educational materials.
Leverages technology to create and maintain a library of on-demand trainings in multiple formats, such as webinars and online training modules.
Proactively works toward a vision of an integrated learning management approach/system for the Agency.
Creates measurable annual goals for training and development initiatives; and assesses progress toward achieving established goals. Evaluates training program effectiveness.
Maintains complete and accurate records of training activities. Works closely with program directors to ensure compliance with Continuing Professional Education (CPE) requirements. Utilizes HRIS to track employee training.
Updates curriculum as needed to provide relevant, interactive and current topics.
Maintains current understanding of best practices and emerging trends in organizational development and adult learning.
Participates in new hire orientation and on- boarding training.
Travels for agency business using personal transportation.
Works evenings and weekends as required.
Performs other duties as assigned.

Bachelor’s degree with major courses in organizational development, human resources, or related field of study. Additional experience may be substituted for required education on a year for year basis.
Minimum of three (3) years of relevant work experience in instructional design, adult learning, facilitation, and evaluation of effective training and development activities.
Minimum of two (2) years of HRIS/Learning Management System experience strongly preferred.
Certified Professional in Learning and Performance (CPLP) and/or SHRM-CP/SCP or PHR/SPHR designation strongly preferred.
Proven ability to work collaboratively with peer groups to create and maintain training curricula aligned with the Agency’s vision of creating accessible training and professional development opportunities for all employees.
Family Development Credential (FDC) preferred.
Demonstrated knowledge in Human Resources including the ability to interpret and apply federal and state employment laws.
Ability to generate energy, create commitment and provide direction towards training and development goals and objectives to promote and foster inclusion, equity, and diversity.
Ability to leverage technology to its full capacity.
Excellent interpersonal skills that contribute to a respectful and collaborative work environment.
Strong written and verbal communication skills.
Maintains highest level of confidentiality.
Must possess strong organizational skills and be detailed oriented.
Self-motivated and capable of working under minimal supervision.
Strong business acumen.
Proficient in Word, Excel, PowerPoint, and Outlook. Capable of learning new software.

Ability to work effectively with external consultants and vendors.
Travel to off-site locations to provide training and development courses.
Maintain a valid California driver’s license, reliable transportation, and adequate auto insurance as required by State law.
